If this provision was installed on registration of the strata plan (and unless there is a specific by-law that transfers the responsibility to the lot owner), the repair, maintenance and replacement of the automatic garage door mechanism is the responsibility of the owners corporation and they should bear the costs.
If the door was installed by a lot owner after registration of the strata property, then it is the lot owner’s responsibility.
