A: It depends on the nature of the content. An item to consider:
Does the Committee support the essence of the letter or disagree with its purpose?
If the latter, the Committee may wish to issue a follow-up letter with apologies and ask it to be redacted. Whilst the secretary is within their role to write on behalf of the Committee, the members may wish to resolve that all correspondence be reviewed and approved by the majority before distribution.
Should there be an issue of confidence in the secretary to administer their role. The Committee Members may reassign the secretary position to another member by resolution in a committee meeting.
