Your spa application will require certain approvals. The NSW Office of Fair Trading details that any minor or major renovations will require the approval of the strata committee before commencing. Under major renovations, it is specified that any waterproofing work (which will be inclusive in installing a spa) requires approval and this will apply to your spa application.
Given that your renovations will involve waterproofing, it would fall into the major renovations category and automatically require a minimum 75% approval from your strata committee.
