Yes, the AGM can still be held with one member of the Owners corporation.

The AGM agenda notice is sent out 3 weeks prior to the meeting, giving all owners notice of this meeting. If they cannot attend, they can submit an apology or can provide a proxy to vote on their behalf. If a quorum is not reached at the start of the meeting, the chairperson can wait 30 minutes and then continue with the members of the Owners corporation that are present.
